MOTION

That Council:

1.       Acknowledge the significant contribution of the late John Devitt AM to Australian swimming and sports administration.

2.       Send our condolences to the family of the late John Devitt AM.

 

BACKGROUND

We are saddened to hear of the passing of John Devitt, AM whose swimming career spanned 13 years. During this time he won 2 gold, a silver and a bronze medal in Olympic competition, 3 gold medals at the 1958 Cardiff British Empire and Commonwealth Games, broke 14 world records (4 individual) and won 13 Australian championships (3 individual).[1]

John captained the Australian Olympic team at Melbourne in 1956 and Rome in 1960.  At the 1956 games, he was a member of the Australian men's 4x200m freestyle relay team which won gold, he won silver in the 100m, and another Australian team member won bronze. It was Australia’s first ever Olympic clean sweep in any event. It was also the first time an Australian had ever won the men’s 100m freestyle and the first Australian freestyle gold medal in 32 years (Another Northern Beaches local, Andrew ‘Boy’ Charlton’s 1500m win in Paris was the previous gold medal).[2]  John also won gold in the men's 100m freestyle at the 1960 games. 

John’s impact on Australian swimming was significant.  After his experience of captaining the Australian Olympic team twice, he served on the executive of the Australian Olympic Committee from 1985 to 2000.  He was Vice-President for 10 years.  Deputy Chef de Mission to the Australian Olympic team, including for the Sydney 2000 games, he was also Chef de Mission for the Commonwealth Games team in Melbourne 2006.

John was elected to the International Swimming Hall of Fame in 1979.  He became a Member of the Order of Australia in 1989 in recognition of his service to swimming and to sports administration, and in 2000 he received the Australian Sports Medal. 

Testament to his enduring passion for the world of swimming, John co-wrote a book about the life of 1912 gold medalist Cecil Healy. In 2018 a pool at Manly Andrew ‘Boy’ Charlton Aquatic Centre was named the John Devitt-Cecil Healy Indoor Pool in honour of these two local champions.

Our thoughts are with his family and friends at this very difficult and sad time and on behalf of my fellow Councillors and the Northern Beaches community, I extend our deepest sympathies.

Mayoral Minute No 11/2023 - Providing Greater Community Access to Sporting and Cultural Facilities in Schools

MOTION

1.       That Council endorses the following motion to the LGNSW Conference in November 2023:

A.      That Local Government NSW advocates to the NSW Department of Education and Schools Infrastructure NSW to provide greater access to sporting and cultural facilities in schools to provide much needed rehearsing, performance, training and playing fields out of school hours.

B.      That Local Government NSW lobbies Schools Infrastructure NSW to engage with Councils in the design development process for new Schools to ensure that community access to sporting and cultural facilities is prioritised in the development of new spaces.

2.       That Northern Beaches Council writes to the Minister for Education seeking direct support to achieve the abovementioned outcomes.

 

BACKGROUND

Council has a strong working relationship with Schools Infrastructure NSW and regularly meets to look at opportunities for greater community access to schools particularly on weekends and out of hours.  Recent successes from this relationship include the Barrenjoey High Outdoor Performance space, the Mona Vale Performance Space and the inclusion of an increasing number of schools in the Northern Beaches participating in the “Share our Space” initiative during School Holidays. Recently Council also partnered with Narraweena Primary School to run the “Bush to Bowl” Naidoc Week event at the school.

Council also has Joint Use Agreements (JUA) with the Department of Education for the use after school hours of fields at Narrabeen Sports High, Cromer High and Freshwater High. These arrangements benefit both parties as the community gains access to additional fields without Council having to acquire additional land, while the schools benefit from Council managing and maintaining the sports fields to a higher standard than the schools would usually do.

Following the success of the existing JUAs, Council is now exploring the opportunity to make use of fields at Pittwater High, Mona Vale and the new Forest High, the latter which will also include potential use of hardcourts, a rectangular sports field, performance space and indoor facilities.

Given the upcoming LGNSW conference it is timely to raise this issue in a coordinated way and have more discussion with Schools Infrastructure NSW to ensure that access to sporting and cultural facilities can be enjoyed by the wider community.

This approach is strongly supported by a number of our local sporting bodies, including the Manly Warringah Football Association, as can be seen in the attached letter.
